All ideas are welcome. Just because the Idea doesn't make it into the product immediately does not make it a bad idea.

There is a 'Metrics' update that appears at the bottom of this stored procedure. I didn't evaluate what this does, but id doesn't look like it updates where clauses. It may be good to move this activity to a different procedure and schedule.
Updates on the where clause should only be made if the where clause for a particular user has changed or if the where clause hasn't been updated for already for that report. (Keep track of 'dirty' or 'clean' records when the values are changed.
