In dspMonitor enable the display of sigma by default. but when sigma is deselected redraw the donut charts based on percentage instead of sigma.

Currently by default sigma is disabled in dspMonitor configuration I think sigma is valuable and should be enabled by default but the main confusion for customers is what when sigma is disabled the donut charts are still populated to represent sigma even though right below them is the Percent with no sigma value in sight.

    Hello Jeremiah - DQ dashboarding is moving to the cloud. We'll need to consider how we dispaly sigma values.
