Target Design - Target Contacts Dropdown missing people without E-mail Address

People without e-mail addresses aren't in the Target Contacts pull down. These users should be in the pull down, but then there should be an audit indicating a problem with the missing e-mail address.

In DSP 7.1, it's mandatory for all users to have an email address. Therefore, all users will be displayed.
