Transform - Rulebook - Column INSTRUCTION should either be removed for formatted correctly

The rulebook includes a column called INSTRUCTION.  This is formatted with HTML tags which are not translating properly on the screen (or in the spreadsheets).

 

This column repeats other columns already on the page.  It should be considered for removal, or it should be properly formatted.

 

 

Business Case - We must manually fix this before providing reports to the user.
