Update Comments in MAP without resetting mapping approval

We would like to be able to update comments in MAP without resetting mapping approval. In addition, we'd like a Date/Name button stamp so that we can keep track of comments over time and by who added them.

    Unfortunately, this would cause a problem for Manual Rules where the description of the actual rules is held in this Rules Comment field. If someone changes the comment without resubmitting, the developer may not now to update the manual rule.

    There needs to be SOME way to continue to document changes, defects, etc in MAP or we are defeating the whole documentation purposes.  Right now we are back to spreadsheets to track
