I would assume that the list box for available reports would be dynamic based on the rule type in the case of a update rule type I would expect the list box to only expose rules named tr*_UpdSel.
In the absence of a rule type I expect the page should permit all standard rule action suffixes (UpdSel, DelSel, and InsSel)
Alternatively it would be reasonable to require the rule type field.
The rule type only showed up a few versions ago and if not tied to the list box to help limit the number of views proposed I am not sure what functionality it has.
