Utility targets are often used in conversion scenarios. By definition they are targets that do not actually exist in the target system datasource. create a dataset table, metadata must exist for the table in the system datasource linked to the dataset. Currently to create a utility target we must manually create that table/field metadata. Migrate should have the ability to import metadata to a datasource via spreadsheet/file
