Release Notes / Upgrade Notification

Can / Should we provide some alert or pop-up showing uses "What's New" in this release?

Many products have this and it can be annoying. But then nobody can complain they were not informed of new features.


Is this even a problem that needs a solution?


What other solutions might be more effective?
