Add functionality to deactivate 'summary' workflows at the user level.

An ISA service page, 'Generate Summaries', runs and adds summary records to the ttWorkFlow table; 1 per user.  The only way to stop the 'Summary' emails is to deactivate the service page.  It would be nice to be able to selectively disable the summaries at the user level within DSP, and/or provide the ability to choose which summaries a user receives.
