Application/Environment Distinction on Enforcement Profiles

Often we have a rule enforced on multiple SST instances. We need to be able to specify which SST instance is being used - whether it be DEV, PROD, QA, etc.

    + The ability to automate the promotion throughout environments -- e.g.; set up EP once in DEV, click a button to promote.
