User creation should occur on basically one split view page - ie adding roles should not require navigation to a different page and again searching to find the username.
There should be a button to make the password for the user "initial" . Ie, force them to change their password after first login.
There should be a way to preset the "Process Area" context when you create the user.
Granting report access by adding a user individually to each object as a contact is totally impractical, but I believe Martyn is already dealing with that.
