Service Pages should never be added to the queue if they are already in the queue as waiting or running

There are many instances where thousands of the same jobs are added to the job queue by services that run frequently. This clogs up the system. Since this pages only need to be run once, they should never be added to queue if an instance of the service is already waiting.
