Promote - ReasonForChange field should be added to Package Group - Approval page

ReasonForChange already exists on the base table for the Hor view that supports this page (webPackageApproval_Hor) but it appears that it isn't used. All clients that I've used code promotion approval on have expected the person requesting the approval to leave a note to the person approving to indicate what change is occurring and why. Highly recommend adding this back.
