Add-On Publish event should accurately and completely publish all changes to Group configuration.

Add-Ons currently does not publish changes to previously published WebAppGroupPage records. This is a necessary feature for lifecycle maintenance of these client-configured WebAppGroups.

    In the 7.1 version of DSP there were improvements made to DSP Addons. This included being able to create a new group from an existing group and the ability to make changes to custom groups and to publish these changes.
