RFC Extract - timeout setting in Web.config file for IIS needs to be part of baseline install

When a user runs an RFC Extract job for an SAP Application Server source type on Common's Data Source Registry page's Vertical View, the job times out and the RFC Functions list does not populate as expected. The issue is best resolved by extending the timeout setting.

The timeout setting should be part of the default install, so nobody ever has to manipulate IIS files to solve this.

    We have a development ticket in our backlog (slated Q1 2021) to move this long running extraction process to a background job.

    There was also another idea/tip submitted that recommended that this is turned into a background job as another way of solving this issue.
