We have a client that has registered Comments in Transform Target Rule. CTS creates the target rules with the item "DSW - Target Rule" which is looking to DSW.dbo.ttWaveProcessAreaObjectTargetRule to get the Description for CTS. Looking to that table, the TargetRule column is empty for the Comments obviously. I guess this would also happen with others, like target rule Documentation.
This should be fixed, as otherwise we cannot build the package. The only workaround for now was to create dummy views and stored procedures that does not really meet the clients needs.

The Promote application which is the new de facto toll for managing code promotion does not have this limitation. Therefore, moving forward (Stewardship Tier 7.4 and above), this should not be an issue.
