Active DSP Services Pages

DSP Services pages should not be active if the Product license does not include functionality for the Service page.  For example, if only a dspMonitor license exists, dspConduct Servies pages should not be active.  Or if only a dspMigrate license exists, dspMonitor service pages should not be active.  These un-needed service pages consume system resources that is needed elsewhere.

    I agree.  We don't necessarily need a check to see whether they are active periodically but change the state when the license table is updated.  This would improve performance on systems.
