Allow Enable Trace for Delivered Applications

I want to be able to enable Trace on DSP delivered applications. While the WebApp side is properly locked down out of the box, very few installations set up SQL security in a limited way, leaving the databases open to editing. If we can turn Trace on, we can write reports that proactively check for this.

    This is definitely needed to help customers and projects keep track of any customizations although not officially recommended to make customizations.
