Configuration option to Display Dates in local time

Client servers are set to UTC time. That is 5 hours ahead of most users.  Others are even further off.  Seems that this could be added to the user settings slide in window where passwords and style and locale are set.

    I will move this into future consideration.  It may be that we can look to use the integration of Entota (IGC) and DSP to also enact this requirement.
