Option to Disable Refresh button in Collect

For the User security group, Proving option to Enable \ disable Refresh and Build Package will have the flexible to admin to control over who can View the data without updating Table. 

Say for example. BTL in an organization Can view the existing scope of data without affecting the cut off date of extraction by accidentally refresh the data from production Database.

    We will consider this requirement when we rework the security models in the DSP after the work being currently performed on SSO and Unified logon
