Move security Administration from "Migration Developer" Role to a new "Security Administration" Role

Most customers either have their own process for maintaining security, or have specific personnel dedicated to this Role (such as Tech Leads).  They do not want all Developers to have the ability to maintain security.  This is a subset of the security enhancements requested in March 2012:

    Agreed and will be actioned after the work being currently performed around SSO and Unified logon.
