With more international projects, a Translate role should be delivered with the product.  In addition, keys should be available for the translate role so that users can be restricted to editing only particular catalogs and languages.

This was encountered at Lidl - Ireland, Northern Ireland Implementation where we wished to authorize a user to edit catalogs only to German and only for a single webapp.
