Conditionally Display Platform Service Status Icon

Not all users need to see the green/amber/red status icon on the DSP status bar, add capability to suppress it for certain user groups.

    This change is already planned for the 7.0 release of the product.  The service status indicator will only be shown to users with the system admin role assigned to their user.  There is a new Header in the 7.0 release that will change the right hand icons in the top bar and part of this will be the new service status attached to a User Avatar icon for those with System Admin role.
