When errors occur in Collect relating to building tables, a friendly error message should be generated.

In this case, the user didn't have access to the required data dictionary table and the error message was inadquate to resolve the issue immediately and on-site.

If any data dictionary tables are identified with the given error, a message should be delivered to the user that either the system type is incorrect, or access to the required tables has not been granted.
