The Collect Workflow Download Failures emails need to have more control over the distribution list. As of 6.5.1, all users in the Migration Developer role will receive an email every time there is a failure because that role adds them to the workflow failure group for Collect. I can't see those users in Security unless they were explicitly added, so there isn't an easy way to remove them.
This is currently an issue at AbbVie. I'm adjusting the view that drives the Email To field to correct it.
