Framework - Help doesn't appear to work if no record is selected

I only tested this when going to Collect, so it may not be a universal problem.  Regardless, this should be corrected for Collect.

 

When going to Collect, not selecting any record, and going to help (the big gear box, then 'Help'), this error occurs:
