API to asset approval

Expose methods to send asset for approval and approve.

    Agree on the requirement here. When onboarding customers, large volumes of assets can be ingested to seed the system and a lot of the time a customer asks for them to be published initially. Presently without the API it is a manual review and approve process on each asset.
