In the cApps users could enable or disable workflow for themselves. Some users work in the system all day and use the request page as a work queue of tasks to complete while others depend on workflow.

We have also had requests and questions regarding forwarding/delegation of roles. The ability to add a user as a backup user fits the need but this requires administrative access.

Allowing a user to enable/disable receiving workflow and setup backup users for themselves would reduce some administrative tasks that are perceived as too constraining and would also provide some level of self-service for the user.
