apiRoleEdit should include check on ttRequestRole.Finished, FinishedProcessing, and DependencyNotComplete

apiRoleEdit should include check on ttRequestRole.Finished, FinishedProcessing, and DependencyNotComplete. It would be useful to include these checks so that we don't have to put additional logic on top of what is already there for boaAdd, boaEdit, and boaDelete on Request Task pages.


I believe Chris Smith put in a ticket to review this idea. I am writing it here for tracking purposes.
